Error "Unable to process capability response because Storage anchor break found" is seen when starting ThingWorx Platform

Description
- Unable to do licensing for ThingWorx application
- ThingWorx Composer starts in limited mode when no license file exists
- Platform fails to start up following license replacement
- Apache Tomcat starts but ThingWorx Platform shuts down with following license error:
- Flexara threw exception when checking for previously acquired license: Storage anchor break found.
- License error starting tomcat with systemctl but not with ./startup.sh on Linux
- Unable to start Apache Tomcat with systemctl on a Linux based host
- Generating a new license to provide full functionality results in following errors in the ThingWorx logs located within <ThingworxStorage>\logs:
