Failed to upload primary content to prefered replica site in Windchill PDMLink

Description
- It fails to upload primary content to prefered replica site
- The Status of file server shows as Read Only via Site > utilities > Server Status
- Running following SQL script to query the status of replica site status show result as 3 (meaning Restarted_Request)

select status, readonly from site where name='xxx';

- Master site and replica site have been restarted
- Broadcast works fine for replica site via Site > utilities > File Server Administration > Vault Configuration > File > Broadcast Configuration
- Replica vault is enabled
- No vaults or folders are read only
- It does not help that trying updating master key for all file servers
- When attempts to upload primary content to prefered replica site, it prompts following message in method server log:

Preferred Site : xxx seems to be down

- An immediate replication schedule is aborted with an error in background method server log:

Site [***] is read only. Aborting Replication
