Windchill command SetPreferenceUtility fails with error wt.access.AccessControlException: User wcadmin does not have access to preferences for 'Context: User 'xxxx' in Windchill PDMLink

Description
- Following command "SetPreferenceUtility" to change "Default View" of <USER> to "Manufacturing" fails:
windchill wt.preference.SetPreferenceUtility -name /wt/part/DefaultConfigSpecView -value Manufacturing -user <USER> -u wcadmin -p ts
MethodServer.log reports following error:
Exception in thread "main" wt.access.AccessControlException: User 'Administrator' does not have access to preferences for 'Context: User '<USER>''
at wt.preference.SetPreferenceUtility.checkAccess(SetPreferenceUtility.java:445)
at wt.preference.SetPreferenceUtility.processArgs(SetPreferenceUtility.java:305)
at wt.preference.SetPreferenceUtility.main(SetPreferenceUtility.java:129)
- Following command fails with error User wcadmin does not have access to preferences for 'Context: User 'xxxx' while changing the Replica preferred site preference
windchill wt.preference.SetPreferenceUtility -u wcadmin -p password -user <username> -name "/wt/content/contentCacheSite" -value "<replica_name>"
