'The Single Sign-on via SAML failed: The user account is disabled!' error during SSO login to Codebeamer

Description
- When a user has, for some reason, a deactivated old account and a new, active account, and both accounts have the same email address, it can happen that the user can not log in via SSO authentication
- User can login to Codebeamer manually, inserting user and password
- SSO delivers the following error: "The Single Sign-on via SAML failed: The user account is disabled!"
- If the System Admin enables the old account, SSO delivers the following error: "The Single Sing-on via SAML failed: The Identity Provider blocked the authentication: com.intland.codebeamer.manager.util.ChangeVetoedException: A user with the specified name already exists. Please choose another name."
