When we load the measurement Grade data through the OOTB loaders, and In Grade Rule Template, when we edit this new grade rule and Add/Remove rows from sizes and save them, the update removes and duplicates some rows from the sizes in FlexPLM.

Description
When we load the measurement Grade data through the OOTB loaders, and In Grade Rule Template, when we edit this new grade rule and Add/Remove rows from sizes and save them, the update removes and duplicates some rows from the sizes in FlexPLM.
But, The issue is very inconsistent. We reproduced it only in one Grade Rule out of 3 grade rules.
Steps to reproduce the issue:
1. Create Size Definition Template with some values
2. Create grade rule template from library using this template
3.Edit the grade rule and add size values and names in the columns
4. Save and check-in
5. From server side export it with command- "windchill com.lcs.wc.load.ExtractFile c:\exports TAB "Measurements".
6. Rename the grade template name from this file and load it back to server from Administrator> Load File
7. In Grade Rule Template edit this new grade rule
8. Add/Remove rows from sizes and save them.
The update removes and duplicates some rows from the sizes.
