Cannot connect to Oracle database with error "ORA-12638" on Windchill PDMLink

Description

  • Error OCU_PtcInstall.log: Listener refused the connection with the following error:  
    ORA-12505, TNS:listener does not currently know of SID given in connect descriptor
  • Manual connect thru SQLPlus shows 
    ORA-12638 Credential retrieval failed
  • Oracle to SQLServer Migration Tool failed at Oracle Credentials
    • Error on user interface  
      Invalid Password
    • Error in DB_Migration.log  
      ERROR Oracle_SQLServer_Dynamic_Mig.DataSource.checkOraConnection():150- System.Data.OleDb.OleDbException (0x80004005): ORA-12638: Credential retrieval failed
   at System.Data.OleDb.OleDbConnectionInternal..ctor(OleDbConnectionString constr, OleDbConnection connection)
