Unable to start Vuforia Studio after switching to another windows user

Description
- Multiple Studio developers using a shared Computer using different user login to Windows
- Once a user (A) finishes using Studio and switch to another Windows user account (B), user B cannot start Studio
- Below error found in Studio log
