This is a rare situation when we have all of these conditions met:
  1. An illustration file with an image like JPEG as publish option in the first figure
  2. No 3D output is selected in Illustrate Publish settings
  3. publishing through worker
In this specific scenario, the generated thumbnail will be based on the second or 2D figure, not the first or 3D figure
