Windchill PDMLink 12.1: File downloaded from "Representation > Files" section has space character replaced by '+' sign in file name

Description
- Windchill 12.1 is replacing space characters in file names with a plus sign (+) when the files are downloaded from "Representation > Files" section of the "Content" tab
- Saving the representation (RMB > Save Representation) shows correct file name for pre converted document. ONLY when they are downloaded from "Representation > Files" section of the "Content" tab, the file name shows plus '+' symbol in place of space characters as shown in below screenshot. For some reason this Plus character is being dynamically added during the download process
- When users downloading a secondary content file, there is extra + symbol is included in file name
