Localization message sometimes do not display in the correct language in ThingWorx

Description
- A service is used to set the Localization token via call to Resources["RuntimeLocalizationFunctions"].GetEffectiveToken()
- The service is triggered by a subscription and set a property
- This property is bind to a ValueDisplay widget in a mashup
- When a user with non English language use the mashup the message is reported in English instead of the expected user's language
