Footnote spacing changes when footnote frame contains a raster in PTC Arbortext Layout Developer

Description
- Footnotes are not formatted correctly when there is a mixture of footnote settings:
- Frame object graphics > surround frame
- Bottom-up footnotes > Reducing footnote height > Reduce height > max value set
- In the following screengrab 'Footnote 3' reference is on the wrong page
- It should be pushed to next page with the actual footnote
- If the 'Surround frame' graphic is removed then the footnotes format correctly
- 'Footnote 3' reference is pushed to the next page as expected
