Solution Central deployment fails with error "Deploy failed: Download URL: <downloadURL> does not correspond to the solution with given ID" in ThingWorx 8.5

Description
- Able to package a project from one instance and see it in the Solution Central Portal, but deployment to another server fails with error:
Deploy failed: Download URL: https://sc.thingworx.com/api/solutions/<solutionID>l:<instance>:<version>/files/<filename-version>.zip, does not correspond to the solution with given ID: <solutionID>:<instance>:<version>"
- Both ThingWorx instances are running the same version/patch level
- Creating a deployment request works successfully
- Error in \ThingworxStorage\logs\ApplicationLog.log:
