Policy Administration Type Picker throws an error when there are several subtypes configured in Windchill PDMLink

Description
- Cannot create policies in Policy Administrator as the Type cannot be selected due to an error
- When trying to select a Type from Policy Administration the following error is observed in the UI:
- The system is unable to process your request at this time. Please try again later. If the problem persists contact your system administrator.
- Type Picker - page throws error from Policy Administrator:
- Failed to load resource: the server responded with a status of 413 (Request Entity Too Large)
