Windchill PDMLink: It is not possible to stop WVS Publisher Queues or delete Executing Windchill Queue Entries

Description
- Unable to stop the WVS PublisherQueue, e.g.:
- PublisherQueueH
- PublisherQueueM
- PublisherQueueL
- PublisherQueue1 - n
- Unable to delete or change the state of a Queue Entry in the Queue Manager related to an EXECUTING WVS Publish Job
- This can occur for many other Windchill Queues too
- It also happens if no queue entry is processed
- It happens if the Queue contains only entries in state "Completed".
- Error An exception occurred while attempting to stop the queue appears when attempting to delete a long running queue entry in Visualization queues .
- State of the Queue appears then as unknown in the Queue manager.
