Publishing fails for specific Creo drawing when there is regeneration failures in Creo Parametric

Description
- Regeneration failures in creo prevents the drawing from publishing
- when opening this drawing and assembly in Creo Parametric on the worker, it displayed correctly as a green light, and then it turns to yellow traffic light after manually regenerate assembly
- Message in worker log: (may one of the below)
Regenerating Draw Models : proe2pv Error:56310: Regeneration of drawing model 0 failed with error -1 (10)

proe2pv Error:56123 : ProE Retrieval errors occurred while loading drawing model <DrawingName>
OR
proe2pv Error:56125 : ProE Retrieval errors occurred while loading drawing model <AssemblyName>
