When using the Integrity XML API (mksapiviewer --xml), date-times returned appear to be incorrect

Description
- When running the following command, date-time values are returned in a time zone that is different than my local time:
- mksapiviewer --iplocal --xml im viewissue --showRichContent --showTestResults <sessionid>
- For example, I am in the Eastern time zone, but the date time values returned by the above command are 5 hours ahead
