PVZ file created from Creo Parametric does not show anything when viewed in Creo View

Description
- PVZ file created from Creo Parametric does not show anything when viewed in Creo View
- Specify a path of recipe file for intf_out_pvs_file in config.pro file
- "Output PVZ" option is checked in the recipe file
- Save the model from Creo Parametric as .pvz to local disk, it creates two zip files, one inside another. To confirm that navigate to local directory and rename the .pvz to .zip and then extract the zip. There will be another .zip inside.
- When doing the command line publishing with "Output PVZ" option checked in the recipe file, it works fine
