Registering a new target system fails when using the Business Administrative Change Promotion command-line utility in Windchill PDMLink

Description
- An error occurs when registering a new target system or importing data using the Business Administrative Change Promotion command-line utility
- This problem occurs when more than one system has the same globally unique identifier (GUID)
- The duplicate GUID could be the target and source system or more than one target system registered to the same source system
- This problem occurs for customers:
- who copied Windchill system data from one system to another rather than using the Windchill Rehosting Utility
- who moved Windchill system data using the Windchill Rehosting Utility rather than cloning the data
- An error similar to the following appears when attempting to import data into a system with the same GUID:
File:"tt1_tp2_0000000148.zip" - Received delivery cannot be created if the exported delivery is from the same system
- When using multiple Windchill servers with DTI and performing checkout-download operations with all the server being active the system mixes the URLs.
- Getting error while importing changes from Development to Test system:
Received delivery cannot be created if the exported delivery is from the same system
- The cloned system sends data via Package, but cannot receive it
- Import the Package from Product > Utilities > Received Delivery Management, have error:
Received delivery cannot be created if the exported delivery is from the same system
