"HTTP Status 500" error when attempting to download Notebook link with middle button mouse click in Windchill PDMLink

Description
- Notebook file cannot be downloaded with following error:
HTTP Status 500 - the signature from "https://<server-name>/Windchill/servlet/windchill", signed at <date&time>, received at <date&time>, was out of date. please retry the operation. if the error persists please contact the system administrator
or
HTTP Status 500 - The signature from "http://<server-name>/Windchill/servlet/WindchillGW", signed at <date&time>, received at <date&time>, is already used. Please retry the operation. If the error persists please contact the system administrator
- Any second mouse click of middle button will report similar error
- Failure when downloading the same content item more than once if the Download signed URLs was generated within the same second
- If multiple CAD workers sessions are trying to download same content at exact same point of time it succeeds for one session but fails for other due to URL being already successfully utilized
