Description
- Publish Jobs in one Worker Agent QUEUESET pause whilst a Publish Job of the same worker type (cad type) in another QUEUESET is waiting for an available worker
- This condition is much more likely to occur when there are more numbered WVS PublisherQueues than workers
- When all workers in one queueset are busy and a job is waiting for an available worker, the following messages occur in the WVS Job Monitor with the messages:

No available connected worker
Timeout exceeded waiting for a reply from the CadAgent - Time out 60 seconds

- However, no jobs will process in any other queuesets for the same worker type, with the following messages:
