Integrity Server operations not properly logging in server.log

Description
- Looking at the server.log file it seems the Integrity server isn't properly logging
- Even default categories like GENERAL are missing
- checking the logger.properties file everything seems to be in order
- SQL Category log still write server.log after turn off SQL Category
