PTC Solution Installer (PSI) does not show instance to be updated for Windchill PDMLink

• PTC Solution Installer (PSI) does not show instance to be updated
• Unable to find Windchill instance when running PSI and trying to install lanugage package 
• The psi_iir_index.xml points to the correct psi_iir.xml, which is not marked as recoverable or promptToRecover
• The source and destination versions are a supported update path
• PTCSOLNINSTALLER_PtcInstall.log:

• Update existing installation is greyed out and PSI logs show below error while doing CPS update:

 Doesn't contain a registry in the standard install registry location.  Trying old location...checking /ptc/Windchill_12.0/Reporting/codebase/instreg. 
Doesn't contain a registry for this directory. 
 No install registry found for 'wbr'   loadpoint '/ptc/Windchill_12.0/Reporting'.
    Setting as not installed and instance to recoverable...
