Notification center reports a warning about missing references if a standalone annotation references a cross section entity and the cross sections is not active or shown in Creo Parametric 4.0

Description
- Standalone geometric tolerances and dimensions report missing references in the notification center if the cross section owning their reference is not displayed or active
- This only occurs if the geometric tolerance or dimension references an entity created by the cross section, like a xsec edge
- If the reference is set as a Strong reference, the notification center will report the annotation feature as failed
- In Creo 3.0 and previous releases the notification center did not report this as a missing reference
- See cause field for why this did not happen in previous releases
- This old behavior is preferred since the cross section is still "in the model" and not "missing"
