Cannot start Method Server with error "ORA-27101: shared memory realm does not exist" in Windchill PDMLink

Description
- Cannot start method server with error report in method server log
- Rehost utility is failing with above error
- The error in method server log java.sql.SQLException: ORA-01034: ORACLE not available ORA-27101: shared memory realm does not exist
- It cannot connect to Windchill database by SQL*Plus. E.g.,
sqlplus wcadmin/wcadmin@windchill_dbserver:1521/wind
