Unable to stop Queue and the queue is stucking at "STOPPING" status in Windchill PDMLink

Description
- Unable to stop queue like DeleteCompletedWorkItemsQueue, NotificationQueue, WfPropagationQueue, WfUserWorkQueue, dataMonitorScheduleQueue, or numbered PublishingQueue
- While trying to stop these queues through command windchill wt.queue.QueueManager getting error
An exception occurred while attempting to stop queue
- The blocked queue failed to close, causing normal business to be disrupted
- PublishingQueue stuck in STOPPING state as a result of deleting job in EXECUTING state
- WfPropagationQueue stuck in STOPPING state, error in Methodserver is as below
