How to solve DBNETLIB generating SSL Security error when installing Windchill Modeler

Description
- Installation fails with error:
- Error 27502.Could not connect to Microsoft SQL Server 'MYSERVER'. [DBNETLIB][ConnectionOpen (SECDoClientHandshake()).]SSL Security error. (18)
- In installation log file %temp%/ PTCWindchillModeler_MSI_9_n.log:
- ADO Error: Number: -2147467259 Description: [DBNETLIB][ConnectionOpen (SECDoClientHandshake()).]SSL Security error. Source: Microsoft OLE DB Provider for SQL Server SQL State: 08001 Native Error: 18
- Error 27502.Could not connect to Microsoft SQL Server 'MYSERVER'. [DBNETLIB][ConnectionOpen (SECDoClientHandshake()).]SSL Security error. (18)
- Click OK , and he installer rolled back everything it had done for the modeler install, except the MSSQL components
- The desktop icons , Model Explorer and Windchill Modeler, vanished too
- Note: SECDoClientHandshake may be replaced by alternate procedure calls
