在 Pro/ENGINEER Wildfire 启动时初始化 Pro/ENGINEER Wildfire TOOLKIT DLL 导致 Pro/ENGINEER Wildfire 意外退出，但在之后初始化时则不会。

说明
- 在 Pro/ENGINEER Wildfire 启动时初始化 Pro/ENGINEER Wildfire TOOLKIT DLL 导致 Pro/ENGINEER Wildfire 意外退出，但在之后初始化时则不会。
- 如果在 Pro/ENGINEER Wildfire 启动时加载 TOOLKIT DLL，那么 Pro/ENGINEER Wildfire 会在显示欢迎窗口后意外退出。
- 如果在 Pro/ENGINEER Wildfire 启动后注册 TOOLKIT DLL，那么 TOOLKIT DLL 会正常运行。
