Windchill 无法启动，出现错误 " oracle.net.ns.NetException: Socket read timed out".

Error in Method Server log: 
错误： wt.properties. 服务器启动。 windchill 启动管理器 com。 instupghistory. StandardDatabaseVersioningService 的开始。
