(“Qishuyan Locomotive”) is one of China’s leading manufacturers of high-power, medium-speed diesel engines. With over 6,000 employees, Qishuyan Locomotive annually manufactures and maintains 550 diesel engines of every type and model and produces 40,000 key components for locomotives and diesel fuel gear.
Qishuyan Locomotive is one of only six Chinese railway equipment manufacturers supported by the Ministry of Railway (“MOR”) and has more than one third of the diesel locomotive market in China. Additionally, it sells locomotives throughout Europe, North America, Southeast Asia and Africa.
A major player in furthering China’s industrial development, Qishuyan Locomotive recognizes that diesel locomotive reliability is one of the most critical requirements for competing internationally. Although reliability and safety are primary concerns for any high-speed railway and rapid-transit manufacturer, Qishuyan Locomotive is subject to even more stringent regulatory requirements given its high industry profile and its partnership with the MOR. One such requirement is to obtain International Railway Industry Standard (IRIS) certification. IRIS was developed by the Association of the European Rail Industry (UNIFE) and is based on the ISO9001 international quality standard. In addition, from a global perspective, Qishuyan Locomotive must also comply with Germany’s GL, France’s BV, Norway’s DNV and the United Kingdom’s Lloyd’s regulations.
Qishuyan Locomotive needed to establish a complete quality assurance system. In November 2010, Qishuyan Locomotive purchased PTC Windchill FRACAS from the suite of PTC Windchill Quality Solutions software – which is the designated partner in China. PTC Windchill Quality Solution provides product quality management throughout the product lifecycle.Selected to help Qishuyan Locomotive build and optimize its closed-loop quality management system – as well as provide data support for the company’s RAMS/LCC (Reliability, Availability, Maintainability & Safety/Lifecycle Costs) system – PTC Windchill FRACAS enables the management of corrective action processes to improve product reliability and quality. Specifically, when an error or event occurs within a product or system, PTC Windchill FRACAS provides a clear, systematic method for resolving the incident, developing and managing the action plans to correct it and ensuring that those processes will have a positive impact on future performance. In short, PTC Windchill FRACAS was chosen to help Qishuyan Locomotive better analyze product reliability and manage analysis.
Since its implementation, PTC Windchill FRACAS software has played an important role at Qishuyan Locomotive. For example, PTC Windchill FRACAS has enabled the establishment of an effective, intensive fault information management platform. Doing so has not only changed the traditional fragmented management method, established a unified fault database and allowed information resource sharing, but has also standardized the rules of product fault collection and input, which enhance information control and reduce data omissions. At the same time, the fault information management platform has standardized the approach to the transmission and release of information, established a fault information query mechanism and improved fault information retrieval capabilities.
PTC Windchill FRACAS also helped Qishuyan Locomotive establish a product fault closed-loop tracking mechanism. By using customized business processes with reliability as the focus, the company was able to build a complete alarm mechanism – and thereby implement process tracking and monitoring for fault closed loops and improve fault closed-loop speed and efficiency.
In addition, PTC Windchill FRACAS helps modules in other PTC Windchill Quality Solution products to analyze product reliability and promptly report existing conditions of product reliability. Using statistical techniques, PTC Windchill FRACAS examines products’ fault information to execute statistical analysis and trend analysis – thus enabling engineering and technical stakeholders to implement tracking and monitoring of product reliability.
Finally, PTC Windchill FRACAS helps provide data support for improving product reliability in two ways: 1) through a mechanism for accumulating experience, it provides valuable feedback for product development work and helps product design personnel determine hidden risks; and 2) it uncovers fault information to establish a series of reliability plan standards and provide historical statistical data for product design and reliability analysis.
As such, PTC Windchill Quality Solutions provide Qishuyan Locomotive with a unified analysis platform to enable reliability and maintainability analyses and help the company assess risk, improve product reliability and increase product quality.
